This study aims to develop a valid and reliable Academic Potential Test (APT) instrument tailored to the characteristics of students in the Agribusiness Fisheries Study Program. The research employed a research and development approach using the 4D model (Define, Design, Develop, Disseminate). The define stage focused on identifying needs and determining measurement objectives, while the design stage involved constructing a test blueprint and writing items validated by experts. During the development stage, the instrument was piloted with Agribussiness Fisheries students in August 2025, and the results were analyzed using Classical Test Theory to determine item difficulty level, discrimination index, item validity, distractor effectiveness, and reliability. The dissemination stage included revising the instrument based on the analysis to produce the final version. The results revealed that out of 35 test items developed, 21 items were selected as the final instrument based on validity, difficulty level, and discrimination index analyses. Fourteen items were discarded, 19 items were revised, and 2 items were retained without revision. The reliability of the final instrument achieved a Cronbach's alpha coefficient of 0.780, indicating a high level of internal consistency. The developed APT instrument is expected to assist in mapping students' cognitive abilities, supporting instructional interventions, and improving the quality of academic evaluation in college.
